This is a copy of a letter sent to the City of Montrose on Dec. 29, 2005.
(Brown has mandated the need for Montrose to suspend it's Municipal Code and adopt the State Standard Code
or just dis-incorporate as a City).

Dear Sirs;
We are writing the City of Montrose for the name and address of whom we are to direct our complaints to regarding Judge Richard Brown. Judge Brown exhibits traits and practices of a psychopathic compulsive liar with incidents & injuries beginning back in the 70s’. He appears to incorporate a type of malignant narcissism into his practice which his employers allow to victimize the citizens of this community. We’ve filed state level complaints including an affidavit of prejudice alleging conflicts and (2) counts of his style of material misrepresentation and we are unaware of any further means, within the law of relating the depth and seriousness of this ongoing situation -only to have this corrupted individual continuing on this case. This judge is noted to sit and actually gnash his teeth if any disagreement arises.
Attached is a copy of a letter of response from the State Commission on Judicial Discipline which in the second line of the body of the letter suggests we contact Mr. Brown’s employers and that’s what we are doing. We demand a response from the City of Montrose commensurate with the recommendations of the State Judiciary Commission’s letter outlining the duty of the City of Montrose in explaining where to proceed with our complaint against Brown.
Brown has applied sentencing enhancements against our 18 year old in apparent retaliation for our disagreements regarding the constitutionality of a fishing drug test. Brown is one of maybe 4 or 5 judges known to us in the entire history of the United States who has continued in a case after an affidavit of prejudice has been filed, exemplifying the seriousness of this situation. The Montrose Municipal Code has a void of protective legal structure which is clearly being taken advantage of and is being abused by Richard Brown through his colorful, malicious & injurious courtroom antics and intolerable acts.
1) Brown tacks on a fishing drug test -when he should have absolutely no authority to do anything further if it’s dirty.
2) Brown maliciously suspended our son’s driver’s license when driving was not involved.
3) Brown further set up our 18 year old with an unnecessary "Drunk Driving Impact Panel" which is specifically unnecessary, inappropriate and most likely will lead to additional trauma from parties who may believe they have the same immunities which state employees have. They Do Not and they are fully liable for any and all civil action consequences resulting from their acts. (We, of course will have to follow through with Brown’s inappropriate court order to avoid contempt charges).
As we anticipate damages through having to be exposed to other people’s unrelated problems by members of the upcoming "Drunk Driving Impact Panel," we will initiate efforts to protect ourselves and to minimize damages through their identification. For instants; if they cause the need for counseling we will want to attach liens to their property and wages. They may come to realize that the status and well-being of their respective businesses in this community can be drastically affected or compromised outside of any court action -with no legal recourse of action- which is what happens when a legal justice system is operated in an illegal fashion. An example is set.
We will be anxiously awaiting your letter of response with the name and address of who we may direct our complaints to regarding Judge Brown.

This unnecessary "Drunk Driving Impact Panel" is about the same as being made to go over to the morgue and look at dead bodies in various stages of autopsy. Listening to these accounts unnecessarily will be sickening. Our son has already experienced (2) members of his family killed in other incidents. Brown is very deliberately and intentionally inflicting psychological injuries above and beyond the state's sentencing recommendations.
UPDATE-January 11th, 2006, after this meeting. "Sure enough the paragraph above anticipated EXACTLY what happened." The first line: "about the same as being made to go over to the morgue and look at dead bodies in various stages of autopsy," -only not bodies but photos of the worst wrecks The Colorado State Patrol could come with and horror stories having the same psychological effect.
Richard Brown has exceeded his authority and has made psychiatric decisions beyond the scope of his licensing and credentials. The City of Montrose maintains Brown as their vanguard, a model of this Community's finest.
