Apparently the old winos that drafted the Montrose Municipal Code intentionally omitted provisions for processing normal complaints. Creating a Loophole or Bubble wherein Brown's little Monarchy/Snickering-Gallery/Dictatorship exists, sort of like Hitler entrenched in The Bunker. 

Montrose should drop it's Municipal Code and adopt the State Standard Code. This vicious Despotic dictator sits and gnashes his teeth if there are any disagreements with his dictates or any questions.

Brown needs a retirement party consisting of a proverbial millstone being tied around his neck and a nice boot print in the chest sendoff into the abyss.

We'd settle for the City making sure Mr. Brown doesn't reside over any further Juvenile/Alcohol cases.

A few years ago the Salazar family of nearby Delta, CO lived in an area which was all white including CBI Agent Jack Haynes.  According to the mother, Haynes sent in an undercover agent with some type of unlawful substance, and the agent came out with the same substance and young Salazar was arrested later on. Salazar was subjected to one of Brown's Sentences which included that he complete his G.E.D. in order to qualify for the State's Shock Incarceration Program at Buena Vista, Co, after which he would be allowed to finish out the remaining years of his sentence at the Delta Honor Farm ...3 miles from his home.  The level of despair under their roof was at the suicide point.

Below is one of several unnecessary extras tacked on as Brown demonstrates his skill at psychologically screwing with people. My teenage son was forced to go over and look at dead bodies. Brown intentionally left a scar on the juvenile. The state troopers who present their dead body/booze show routinely look at dead bodies and are trained by psych professionals to "compartmentalize" the blood, gore & death so it doesn't spill over the face of everything else in their life. Brown knows how to leave a lifetime scar on a bright teenager - without a touch. The Drunk Driving Impact Panel was comprised of a forcible viewing of all of the worst car wrecks in the state that the Colorado State Patrol was capable of producing, then the super-sickest dregs of Montrose came out and told their horror story of how they lost their teen to a drunk or similar.  Spreading their sickness and mental illness onto young bright teens who may only have had a skateboard/open container violation or similar. Reaching into bright young teens and swabbing them with their  middle-aged manic depression...  The worst possible type, some of Brown's friends, probably...

Brown scars the teen psychologically without a touch.  My son came out of the Montrose Pavilion that night, slammed the door, turned his head and shrieked an obscenity.  The next morning I found a noose, that didn't get quite connected.

November 1st, 2007 finds up thrown into another billing dispute over incident number 2.  

It appears those who sign his paycheck are in consortium with him.

 Also how in an open container violation, Brown can go anywhere on the board with their sentence 8 years after the event.
