If the Federales' find them with $100 or a new bicycle, they are accused of being a trafficker. These nations are kept out of balance and in poverty by the Policies of foreign governments and nations with problems in their own legal structures. Locals caught with drug components; (Coca paste or semi-staged Cocaine ingredients, etc) are kept in corral style prisons for 5 - 7 years when their main incentive is to offset an overwhelming black market demand for an easy money illegal product -generated by Prohibition ... Locals experience almost No difference in the types of criminal acts committed against them by both groups where High $$$ Corruption is the name of the game. The U.S. then seems to have no shortage of Budget to help straighten everything all out and provides assistance by blackening the skies of these Third World developing countries with swarms of helicopters with machine guns -somewhat like descending plagues of locusts... Colombia has always been famous for it's Golden Marijuana grown on the mountains of the Equator.
